How is TON related to Telegram?

Telegram was TON's initial developer, but after a case with SEC, the team couldn't continue development and made TON open source. Now TON is developed by a community of enthusiasts led by TON Foundation.

However, Telegram integrated TON wallet and supports TON as a payment for various services like channel monetization.
